University Council – Modern Specialized University

University Council: It is the supervisory body for the university’s academic, scientific and educational affairs and scientific research affairs, and is responsible for taking all means to ensure that the university fulfills its mission, and in order to achieve this, it may exercise the following tasks and competencies:

  • Council members:

    – University President.
    – University Vice Presidents.
    – University Secretary General.
    – Deans of university faculties.
    – University Registrar General.
    – A representative of the Board of Trustees.
    – Dean of Quality and Academic Development.
    – Two people with the highest degree at the university

Upon a proposal by the University Council and a decision by the Board of Trustees, other members from the following categories may be included in the membership of the Council:

  •  Faculty members.
  •  Ex-officio administrative staff.
  •  Any person or representative of an organization closely related to the university.

Tasks of the University Council

  1. Establishing methodological, educational and pedagogical foundations to make academic and educational activities harmonious and consistent with the provisions of the Constitution and the law.
  2.  Work to raise the level of education and scientific research in order to meet the needs of development and the needs of the community and in light of the general policy of his educational institution.
  3.  Coordinating the scientific, educational, educational and social activities of colleges and units affiliated to the university or colleges and strengthening the relationship of his institution with its various governmental and private counterparts.
  4.  Approve the appointment, promotion, secondment, secondment, secondment and acceptance of the resignation of faculty members and submit them to the Board of Trustees to take whatever action it deems appropriate based on the recommendation of a board of rules regulating this in public universities.
  5.  Approve the awarding of honorary doctorate degrees based on the proposal of the university president.
  6.  Proposing the admission program, the numbers of students admitted annually and the admission rates and submitting them to the trustees, and approving the various curricula and specializations in the colleges based on the recommendations of the departments and the approval of the colleges’ councils.
  7.  Proposing the amount of fees that the university or college collects from its students and submitting them to the Board of Trustees for approval.
  8.  Approve the conditions and controls of donations, gifts, grants, bequests and endowments that are provided to the university, higher institutes and colleges, in accordance with the constitution, the provisions of this law and the laws in force.
  9.  Follow up the development of the academic quality and student environment at the university and develop the necessary plans for that. Discuss the draft budget of the university or colleges and the final accounts and submit them to the Board of Trustees.
  10.  Discuss the annual reports related to the university’s academic and scientific activities and achievements and submit it to the Board of Trustees.
  11. Consider any issues related to academic work presented by the university president.
  12.  Consideration of requests for promotion of faculty members based on the recommendation of the department and college council in accordance with the rules governing promotions in public universities.
  13.  Approving the general plan for education, research and postgraduate studies.
  14.  Deciding the protests of the concerned, contracted, visiting and seconded faculty members.
  15.  Approving the colleges’ study plans, examination systems and results.
  16.  Approving the programs of student activities, seminars, scientific conferences and graduation ceremonies.
  17.  Approving the suspension of studies in colleges and departments for a period not exceeding one week, and what is more than that is presented to the Board of Trustees.
  18.  Discussing and approving the penalty of dismissal from the university for those students who are subject to the penalty according to the college’s referral.
  19. Discussing and approving the proposals for the development of study programs and the examination system submitted by the college councils.
  20.  Approving the scientific promotions of faculty members based on the recommendations of the relevant college councils in accordance with the regulations and instructions in force from the Ministry and the University.
  21. Approval of the university calendar.
  22.  Approving the internal regulations of colleges and departments.
  23.  Proposing plans for the university’s growth and development and completing its academic components in accordance with the requirements of academic accreditation.
  24.  Proposing the acceptance of donations, gifts and grants that do not conflict with the objectives of the university and submitting them to the Board of Trustees for decision.
  25.  Discuss the issues related to faculty members and students submitted by the colleges’ councils and work to resolve them.
  26.  Approve the plan to complete or construct buildings, laboratories and equipment.
  27.  Adopting scientific scholarship plans for teachers and assistants to obtain higher scientific qualifications and submitting them to the Board of Trustees for approval.
  28.  Approving the nominations submitted by the colleges’ councils regarding scholarship students for postgraduate studies inside and outside the Republic of Yemen and submitting them to the Board of Trustees for approval.
  29.  Proposing the establishment of branches or offices of the university inside or outside the Republic of Yemen or the establishment of new colleges, new scientific departments, institutes or centers.
  30.  Coordinating with Yemeni, Arab and foreign universities and other scientific institutions and concluding scientific and technical cooperation agreements with them after approval by the Board of Trustees.
  31.  Discuss the periodic and annual reports submitted by the university president, deans or the general secretariat and departments of the university and submit recommendations to the Board of Trustees.
  32.  Working to raise the level of higher education in order to achieve the university’s objectives and meet the developmental needs of society in the Republic of Yemen and in the light of the university’s general policy.
  33.  Any other work presented by the President of the University or assigned by the Board of Trustees.
