Prof. Dr. Mujahid Al-Jabr – President of the Modern Specialized University
Assistant Professor of Artificial Intelligence and Intelligent Systems
- An energetic academic with an aspiration to serve the country.
- Holds a PhD in Artificial Intelligence and Intelligent Systems.
- Since 2015, he has been an assistant professor of artificial intelligence at the College of Applied Sciences – Hajjah University.
- 2015 and until 2018, he served as the Head of the Department of Computer Engineering and Information Technology – Faculty of Engineering – Dar es Salaam International University from the year.
- From 20187 until 2018, he served as Deputy Dean of Graduate Studies – Dar es Salaam International University from the year.
- He also worked as a lecturer of artificial intelligence in several Yemeni universities since 2015.
- He is also an advisor to the Minister of Technical Education and Vocational Training since 2020.
- Member of the Arab Society for Robotics and Artificial Intelligence.
- Member of the Asian Society for Artificial Intelligence.
- Member of the European Society for Artificial Intelligence.
- He has a broad vision in the field of artificial intelligence and its application in various Yemeni institutions, as he seeks to find correct rules and a broad vision for the transition towards digital transformation.
- He has many scientific researches and publications in the field of artificial intelligence. Artificial intelligence and its applications.
- He has many participations and contributions in local and foreign scientific conferences and events.
Tasks and competencies
The president of the university shall exercise the following duties:
- Implementing the decisions of the Board of Trustees and the University Council.
- Inviting the University Council to convene, chairing its meetings, signing its minutes, and following up on their documentation and implementation.
- Preparing the annual academic and developmental plans and preparing the draft annual budget of the university and presenting it to the University Council for discussion and submitting it to the Board of Trustees.
- Managing the academic, administrative and financial affairs of the university in order to achieve the university’s objectives in accordance with the powers vested in him.
- Submit an annual report to the University Council on the university’s performance in various fields of activities, together with the proposals he deems necessary.
- Suspending the study partially or completely in the university in cases that he deems necessary, and in the event that the period exceeds a week, the University Council shall be presented to an emergency call to take what he deems necessary.
- Signing the decisions to form temporary committees, appointment decisions for faculty members, and all other decisions related to promotions, secondments, assignments, termination of service, and ratification of the general result of the exams.
- Issuing decisions on regulations, manuals, work systems, policies and procedures within the university after submitting them to the Board of Trustees for approval.
- Submitting any matters related to the university that do not fall within its powers or the powers of any other body to the Board of Trustees in accordance with the provisions of the Law on Universities, Higher Institutes and Private Colleges and its executive regulations.
- Representing the university before official and unofficial bodies in accordance with the powers granted to him.
- Representing the university in local and foreign scientific conferences and seminars and may choose his representative.
- Approve candidates from the colleges of faculty members to participate in conferences and seminars.
- Issuing a decision to form the College Council based on the proposal of its dean for a period of two years.
- Issuing a decision to appoint the Dean of the College after the approval of the Board of Trustees for a renewable period of four years and (provided that the Dean holds a doctorate degree or its equivalent) and that he meets the necessary conditions and criteria.
- Issuing a decision to appoint the head of the academic department based on the nomination of the dean of the college.
- Follow up the implementation of the university budget, in accordance with the university’s financial system.
- Submit periodic and annual reports to the Board of Trustees on the performance of the university and the recommendations it deems appropriate for the development of work in the university.
- Inviting a number of employees or experts to benefit from their opinions when necessary in the discussions of the University Council, but they do not have the right to vote.
- To conclude agreements for the exchange of expertise, information, publications, etc. with educational, educational, professional and technical bodies and institutions after the approval of the Board of Trustees.
- Proposing the university’s general training plan and submitting it to the Board of Trustees for approval.
- Proposing the appointment of his deputies, deans and public security and submitting them to the Board of Trustees for approval.
- The President of the University, upon the recommendation of the relevant college dean, may terminate the contract of any faculty member in accordance with the relevant regulations and rules.
- To delegate to his deputies, assistants, deans or other university officials some of his powers vested in him under this Law or its supplementary regulations, including financial powers, and he may specify the conditions for the exercise of this delegation.
- Evaluating the performance of the university leaders and approving the performance evaluation reports of the remaining subordinates in various departments and divisions.
- Participate in the development and diversification of investment plans, supervise their implementation, and participate in the preparation of agreements and contracts for investments.
- Proposing the general policy and strategy of the university and approving the draft general budget and final accounts to be submitted to the Board of Trustees for approval.
- The President of the University Council shall communicate the decisions of the University Council to the head of the higher and lower council concerned with them within three days at the latest.
- Supervising the university’s publications related to the university’s annual calendar and participating in the issuance of statutes related to curricula and lists of faculty members.
- Any other powers vested in him under the law and the regulations and decisions issued thereunder.
